Sham bill: D.C. House Voting Rights Act

Sen. Joe Lieberman (I-CT) is sponsoring this bill, along with a bunch of other Democratic Senators and a couple of RINOs, to give the people of Washington, D.C. a House representative because their voices need to be heard blah-blah-blah...

Never mind that Article I Section 2 of the Constitution clearly states that only states can have members in the House:
The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.
D.C. is not a state. D.C. does not have a state legislature. So why are Congressmen sponsoring such a bill which blatantly violates the Supreme Law of the Land? I mean, how can this even be constitutional if passed?
