Biden unsure of Obama's leadership

Sen. Biden predicts that should Obama becomes president, he will be tested with an "international crisis" within six months, "to test the mettle of this guy..." And that "he's gonna need help..."

It looks like Obama's V.P. choice isn't so sure of his boss's abilities in a time of crisis. Is Biden simply insinuating that he is the one with more foreign policy and crisis management experience?
